Regarding the legal operations and positive contributions of Hoi An International School Quang Nam, April 2025 – The Department of Education and Training (DOET) of Quang Nam Province has submitted an official report to the Provincial People’s Committee affirming that Hoi An International School (HAIS) operates in full compliance with Vietnamese law. The report confirms that the school’s lease of facilities from the Central College of Economic Technology and Irrigation is lawful, transparent, and does not disrupt the operations of public education. Legal and transparent public asset lease

According to the DOET, the Central College of Economic Technology and Irrigation – under the Ministry of Agriculture and Rural Development – submitted a public asset leasing proposal which was appraised and approved in accordance with the Law on Management and Use of Public Assets (2017) and Decree No. 151/2017/NĐ-CP. The process was conducted transparently, with internal consensus and strict adherence to legal procedures.

No interference with public education activities

Hoi An International School’s lease of part of the campus does not interrupt or affect the scale or quality of training at the College. Public education operations continue as normal, with educational standards maintained.

Hoi An International School – A recognised international education model

Founded in 2018 by decision of the Provincial People’s Committee, HAIS is financially independent, fulfills all regulatory obligations, and submits periodic reports as required. The school currently serves students from over 40 countries and territories, contributing significantly to Quang Nam’s education internationalization goals.

Positive evaluation from local authorities

The Hoi An People’s Committee has recognised HAIS as a reputable educational institution that meets the learning needs of children of foreign experts, investors and the international community. Inspections and oversight have been regularly conducted, ensuring transparency and legal compliance.

Commitment to long-term, stable development

HAIS leadership has expressed the desire to be granted or to purchase land in order to establish a permanent campus. However, due to land fund limitations and administrative procedures, this has yet to be realised. The school remains committed to cooperating with local authorities to achieve sustainable growth.

Not comparable to any legally violating institutions

In response to comparisons with Green Shoots International School (which has been suspended), local authorities have confirmed that such comparisons are baseless. HAIS operates on a clear legal foundation and even welcomed students after Green Shoots International School was shut down – demonstrating a strong sense of community responsibility.

Optimising the use of public assets

Leasing an old, underutilized dormitory building has helped the College improve the efficiency of public asset use and increase financial revenue. This aligns with the government’s autonomy policy and has been supported by staff.
